Conclusions of All-Ukrainian Seminar
“Public Participation in Conservation of Small Rivers in Ukraine”
Having discussed problems of conservation of small rivers in Ukraine and issues of public participation in solution of these
problems,
having noted activity and interest of Ukrainian environmental NGOs and local communities in conservation of small rivers as well as their substantial potential,
having agreed upon urgent need of integration of public efforts for the improvement of the state of small rivers and for promotion of positive changes in the national environmental policy, having defined priorities and having adopted a long-term Public Action Plan on problems of small rivers conservation and influence at an environmental policy in this field, the participants of the All-Ukrainian Seminar “Public Participation in Conservation of Small Rivers in Ukraine” made the following
decisions:
- To approve the results of activity of the Ukrainian environmental NGOs, local communities and activists in the field of the conservation of small rivers in
Ukraine.
- To establish the Ukrainian Rivers Network.
- To adopt the Regulations on Ukrainian Rivers Network, Declaration of Seminar Participants on Establishment of Ukrainian Rivers Network and Application for Joining
Network.
- To adopt the Strategic Action Plan of Ukrainian NGOs on conservation and improvement of river ecological state, having taken into account editorial
amendments.
- To establish such co-ordinating groups of Ukrainian Rivers Network as a group of informational exchange, fund-raising group and group on organising of General Assembly of the
Network.
- To appoint the National Ecological Centre of Ukraine (Kyiv) as a co-ordinator of the group of informational exchange, the Wetlands International Black Sea Programme as a co-ordinator of the fund-raising group and the “Planet” School Geographical Society (Golovyne village, Chernyakhivsky Rayon, Zhytomyr Oblast) as a co-ordinator of the group on organising of the First General Assembly Meeting.
- To send a set of documents to the participants of the Seminar for their comments and proposals, and for returning back written proposals for the Seminar Appeals to the Verkhovna Rada of Ukraine (Parliament), Administration of the President of Ukraine, Cabinet of Ministers of Ukraine, Ministry of the Environment and Natural Resources of Ukraine, Ministry of Education and Science of Ukraine, etc. The National Ecological Centre of Ukraine and the participants of the Seminar are responsible for this information exchange.
- To prepare and send to the participants of the Seminar the Application for Joining Ukrainian Rivers Network, which would be signed by the organisations and local communities. Responsible organisation: National Ecological Centre of Ukraine.
- To send to the participants of the Seminar a Draft Position Paper of Ukrainian River Network for the 5th Ministerial Conference, which will be held in Kyiv in 2003 in the framework of process “Environment for Europe”. Responsible organisation: National Ecological Centre of Ukraine.
- To prepare and disseminate a Press-Release on Results of the Seminar in media. Responsible organisation: National Ecological Centre of Ukraine.
- To start preparation of a project proposal, taking into account the proposals of the participants of the Seminar in order to ensure fund-raising for the Network activity. Responsible organisation: Wetlands International Black Sea Program.
- To start preparation to the First General Assembly Meeting, which will be held in summer 2001. Responsible organisation: “Planet” School Geographical Society (Golovyne village, Chernyakhivsky Rayon, Zhytomyr Oblast).
